In 1974, Garden State Underground Plant Location Service (GSUPLS) was created by New Jersey Utilities as a voluntary organization of operators of underground facilities. In October, 1994 the Underground Facility Protection Act was signed into law and the NJ Board of Public Utilities (BPU) was designated as the agency charged with overseeing and enforcing compliance with the "One Call Law." All operators of underground facilities are required by law to participate in and comply with the requirements of the One- Call Prevention System. As of November 1999, The BPU designated One Call Systems, Inc., as the operator of the One-Call Damage Prevention System.

The foundation awards grants in the area of education, the arts, community improvement, health and human services, and the environment. In addition, we support federated giving through the United Way and similar organizations. Gifts are intended to help our communities grow and prosper.

Funding Process

Applications should be in form of a proposal letter with a one or two page profile of the organization and the need for the grant. The proposal letter should state:
  • The purpose, amount, and need for the grant requested
  • The area served by the applicant
  • A brief history of the organization
  • How the organization measures its service performance
  • A listing of the organization's officers and trustees
  • An explanation of how the request relates to the Foundation's priorities
  • Limitations

    Since the FirstEnergy Foundation is unable to support all worthwhile programs, it generally does not consider funding for:
    • Organizations that are not tax exempt under the U.S. IRS Code Section 501 (c)(3)
    • Direct grants to individuals, political or legislative activities
    • Organizations that receive sizable public tax funding
    • Organizations already supported by federated campaigns, such as United Way
    • Fraternal, religious, labor, athletic, social, or veterans organizations-unless the contribution is earmarked for an eligible program or campaign open to all beneficiaries, including those not affiliated with the host organizations
    • National or international organizations
    • Equipment purchases
    • Loans or second party giving, such as endowments, debt retirement, or foundations
    • Public or private schools
